The charge falls due only once a manuscript has been accepted. A manuscript that is declined costs its authors nothing, and payment details are not requested at submission.

Coverage
What the charge covers
The charge covers the work of turning an accepted manuscript into a permanent, openly available article of record.
Editorial handling
Screening against scope, assignment to an editor with relevant expertise, and management of independent assessment through to a decision.
Production
Copy preparation, typesetting and the production of the article in the formats the journal publishes, including figures and tables.
Open access distribution
Publication under CC BY 4.0 with no paywall, so the article can be read, redistributed, translated and built on with attribution.
Hosting and the record
Continued availability of the article, and the linked correction or retraction notices that keep the published record accurate over time.

Payment
Arranging payment
After acceptance the editorial office confirms the amount due and the ways it can be settled. Institutional and funder payment arrangements are handled through the same correspondence.

Independence
The charge and the decision are separate
Editorial decisions are based on scope, scientific quality, methodological rigor, ethical compliance, reporting quality, and relevance to the journal.
Single-blind by default; double-blind review is available on request. Manuscripts that proceed to external peer review are normally evaluated by at least two independent subject-matter experts.
Decisions are independent of the article processing charge, of membership, and of any paid service, and they are not made on commercial grounds. The route a manuscript arrives by does not change how it is assessed, and reviewing or editing for the journal confers no advantage in the review or acceptance of that person's own work.
Membership is described on the Membership page. It supports the journal's open-access publishing and confers no advantage in the review or acceptance of a member's own work.

Withdrawal
If a manuscript is withdrawn
- Authors should contact the editorial office promptly and wait for written confirmation before submitting the work elsewhere.
- Manuscripts withdrawn within 3 days of submission are not subject to a withdrawal charge.
- Manuscripts withdrawn more than 3 days after submission incur a withdrawal charge equal to 30% of the journal's APC.
- Authors must receive official withdrawal confirmation before submitting the manuscript to another journal.
