What publication costs, when it is invoiced, and how the charge is kept separate from the editorial decision.

What the journal charges
Editorial decisions are independent of fees, services, memberships and roles. The charge is raised by the editorial office after a decision has been made, and the people who make that decision take no part in invoicing.

The charge covers editorial and peer-review management, copyediting and production, DOI registration and metadata validation, hosting, and long-term archiving. It is invoiced after acceptance; nothing is payable to submit a manuscript or to have it reviewed.
Single-blind by default; double-blind review is available on request.
How an accepted manuscript is invoiced
Acceptance
The editorial decision is made and communicated first. Only then is an invoice raised.
Invoice
The invoice is sent to the corresponding author or to the institutional contact given at submission, and names the journal, the manuscript title and the DOI reference.
Payment
Institutions, funders or authors may pay. Where an institution requires particular invoice wording or a grant identifier, send it to the editorial office before acceptance.
Production
Copyediting, proofs, DOI registration and publication follow payment confirmation.
Billing and fee-relief inquiries
Authors who need to discuss the charge should write to the editorial office before acceptance. Each inquiry is answered individually by the office, and the correspondence is kept separate from the editorial file.

If a manuscript is withdrawn
Authors should contact the editorial office promptly and wait for written confirmation before submitting the work elsewhere.
Manuscripts withdrawn within 3 days of submission are not subject to a withdrawal charge.
Manuscripts withdrawn more than 3 days after submission incur a withdrawal charge equal to 30% of the journal’s APC.
Authors must receive official withdrawal confirmation before submitting the manuscript to another journal.
